Evaluation of a Landscape Plan

Runge (2003) used MODAM to evaluate the effect of implementing environmental quality objectives laid down in a landscape plan. The model was applied on a large sized farm in Brandenburg with an acreage of about 5.600 ha. Different scenarios were calculated with a varying level of goal attainment with regard to selected environmental quality objectives. The reference scenario was constructed from the common agricultural policy settings for 2005 laid down in the Agenda 2000. The ecological scenarios are based on the development concepts taken from the landscape development plans 'Oder-Spree' and 'Oder-Neiße'.
In the reference scenario which is without any obligations beyond the Agenda 2000 settings the farm generates a contribution margin of 1.05 mill. Euros (189 Euros per ha). Any change in landuse causes a decrease in contribution margin. To reach the ecological optimum for the farm area a 70% decrease in contribution margin has to be accepted. The more plots are occupied with environmental protection obligations the heavier are the effects on the production structure of the farm and the greater is the decrease in contribution margin. Whereas a low level of protection obligations only leads to a reallocation of production practices a rising level leads more and more to a change in cropping methods as well as to a change in produced crops.
The results show that the required environmental protection level can be reached easier and with fewer expenses if a high number of production practices with different goal attainment levels is available.
